OK. A baitcasting reel sits on top of the rod because the spool revolves in order to give out line and this has to be controlled with the angler's thumb in order to prevent overruns.
Generally, rods for lure fishing with a baitcaster/multiplier reel are shorter than spinning rods, have a trigger grip reel seat and have more guides so that the line doesn't cross the blank when fighting a fish.
I supose you could use a spinning rod with a baitcasting reel in the same way that you could use a spinning reel on a fly rod but it's not going to be a balanced outfit and it's not going to be much fun to use.
