The tidal movement of water in the estuaries, rocks or beaches bring food for small fishes which in turn attract big fishes. This is the very basic co-relation between tide and fishing.. 
More than tide, watch movement of small fishes and rest assure you can catch a fish in any phase of tide. I know of places where you can only catch a fish in lowest of tide. My self and santosh have seen amazing Ravas action for some hours in a low tide.
