Yes you can use spinners and lures in rapids.I use them in rapids.
Cast up the stream and retrieve them downstream. Make sure you are able to wade into the rapids, should your lure gets struck in the rocks.If the waters too deep or flowing very fast advise is not to wade into the water.
A very good lure for rapids is Kwikfish.Comes in multi colors and is very good lure for rapids,shore fishing (lakes and seas). I would say that this lure is one of the best lures with a great action.

You can also wrap a small piece of sardine or any fish or even rub fish oil on it for more strikes.
The kwikfish can be used two ways in rapids.1) cast upstream and retrieve down stream.
2) use a three way swivel.On one end tie your main line.On the second end add weight (one to 4 ounce depending on speed the water is flowing).On the third end tie your kwikfish on a leader of 12 to 20 inches. Please see this image for idea :

If you are to use option 2, then just cast straight or upstream and let the weight sink. Donot retrieve..Just standstill.
